For years, social media platforms have said the same thing when difficult moderation questions arise:
“We’re just platforms.”
The idea was simple. Platforms host content created by users. Algorithms help organize it. But the responsibility for what gets posted ultimately belongs to the people creating it.
That argument is starting to change.
From my perspective working in Trust & Safety, we may be entering a new phase of the internet, one where algorithms themselves are becoming part of the accountability conversation.
In other words, algorithmic liability.

The Algorithm Isn’t Neutral Anymore
Most platforms rely heavily on recommendation systems.
Algorithms decide what videos appear in feeds, which posts trend, and which content spreads faster across the platform.
These systems are designed to maximize engagement. They learn from user behavior and promote content that keeps people watching, liking, or sharing.
But sometimes engagement and safety collide.
I once reviewed a piece of misleading content that wasn’t particularly harmful on its own. It looked like a typical opinion video.
The problem was how the system amplified it.
Within hours, the video had reached hundreds of thousands of viewers because the recommendation algorithm kept pushing it into new feeds.
At that point, the harm wasn’t just the content. It was the distribution.
And distribution is controlled by algorithms.
Moderation Often Happens After Amplification
Another pattern I’ve seen repeatedly in moderation queues is timing.
Content may sit unnoticed for hours or days. Then suddenly it goes viral.
Once something starts trending, reports increase rapidly. Moderators step in. Enforcement decisions happen.
But by that time, the content has already reached a massive audience.
In other words, the algorithm amplified the content long before moderation intervened.
That’s where the liability debate begins.
If a system is actively recommending harmful content to millions of users, can the platform still claim it’s simply hosting user speech?
Regulators Are Starting to Ask the Same Question
Around the world, policymakers are increasingly examining how recommendation systems influence harm online.
The focus is shifting from just what users post to how platforms promote it.
Algorithms can unintentionally amplify harassment campaigns, misinformation, or harmful trends because those things sometimes drive engagement.
For Trust & Safety teams, this creates a new layer of complexity.
Moderation is no longer only about reviewing individual posts. It’s about understanding how systems distribute them.
The Moderation Challenge Gets Bigger
If platforms become responsible not only for hosting content but also for algorithmic amplification, moderation will change dramatically.
Safety teams may need to evaluate not just the content itself, but how recommendation systems behave around that content.
Questions like these will become more common:
Why did the system promote this video?
Why was this post recommended to thousands of users?
Could the algorithm have detected the risk earlier?
This shifts Trust & Safety from content enforcement into system governance.
Final Thoughts
Algorithms were originally designed to help users discover content more easily.
But as platforms grew, those systems became powerful engines shaping what billions of people see every day.
If the internet is entering an era of algorithmic liability, Trust & Safety teams will play a central role in understanding how those systems affect online harm.
Because in the end, the question may no longer be just what users post.
It may also be what the system chooses to amplify.
